Yes. The builder, conditional logic, preview, publishing, the respondent form, the response summary and CSV export all run for real in your browser. There's no sign-up, and the demo loads with sample forms so you have something to explore straight away. Reset it whenever you like.
They're saved in your browser's local storage and never leave your device. A published form opens from its link in this browser, and the portable link carries the form itself so it opens anywhere, but each response stays in the browser that submitted it. The full version stores every response centrally, in your own database.
